Responsible AI and AI Cultural Adaptation

The purpose of this panel is to discuss the critical intersection between technical capability and socio-cultural inclusivity in the era of AI-integrated service innovation. The panel will explore the following issues:
1. Responsible AI Governance and Accountability: Operationalizing principles of fairness, transparency, and reliability within real-world service environments to ensure public trust.
2. Cultural Adaptation of AI Systems: Aligning AI models with local values, linguistic nuances, and regulatory requirements to avoid bias and exclusionary design.
3. Strategic Value for Sustainable Service Ecosystems: Exploring how culturally grounded AI serves as a strategic enabler for inclusive innovation and long-term economic value creation.

Brief Introduction to the Moderator and Panelists

➤ Prof. Ryan Sheng-Ming Wang / Department of Interaction Design, National Taipei University of Technology (NTUT)

Dr. Ryan Sheng-Ming Wang is a teacher, maker, designer, traveler, and farmer. He is an Associate Professor in the Department of Interaction Design and the Director of the School of Continuing Education Center at the National Taipei University of Technology, Taiwan. From October 2015 till now, he has been a visiting scholar at the College of Design, Potsdam University of Applied Sciences, Germany. Dr. Ryan received his M.Sc. degree from the Graduate Institute of Building and Planning at NTU, Taiwan, and his Ph.D. degree from the School of Computer Science at the University of Leeds, UK. He attended training and received certificates in English as a Media for Instruction (EMI) from the University of Maryland and Penn State University. 

Dr. Ryan holds multidisciplinary research interests, including Service Design Thinking, Data-Driven Storytelling, AI Applications for Digital Transformation, Natural Language Processing, Smart Cities, Computer-Human Interaction Design and Technology, VR Immersion for Spatial Reasoning, Serious Game Design, and Interactive Learning. He works with research partners to seek international collaborative projects on Visual Language Models for Visual Perception, Human–AI Interaction with Culturally Diverse and Adaptation, and Smart City AI with Big and Thick Data Applications.

➤ Prof. Constanze Langer / Vice President, Fachhochschule Potsdam (University of Applied Sciences Potsdam), Germany

Prof. Constanze Langer is Full Professor of Visual Interface Design and Co-director of the Interaction Design Lab at the University of Applied Sciences Potsdam, Germany. 
She holds a Master of Arts in Interaction Design from Magdeburg-Stendal University of Applied Sciences and a Certificate in Design Thinking from the Hasso Plattner Institute. Her scholarly work centers on data literacy, information visualization, participatory design, and intercultural human-computer interaction. 

As a research professor since 2021, she investigates the conception and design of artifacts and formats that cultivate informed data engagement. She currently serves as Vice President for Digitalization and International Affairs at FH Potsdam and holds an Honorary International Chair Professorship at National Taipei University of Technology (2020–2027). She is a member of the Weizenbaum Institute Advisory Board and the German Rectors' Conference permanent commission on digitalization.

San-Yih Hwang received his Ph.D. in Computer Science from the University of Minnesota in 1994. Since 1995, Dr. Hwang has been teaching and conducting research at the Department of Information Management, National Sun Yat-sen University (NSYSU). During this period, he established and led a text mining and workflow research laboratory, which has so far graduated 5 Ph.D. and over 100 M.S. students. He has also authored or co-authored over 150 papers in refereed journals and conferences in the area of databases, data mining, workflow management, and text mining, and has written one book and several book chapters. Several prototype software systems were built to evaluate and validate research results. In support of these research activities, Dr. Hwang has been the PI or co-PI on more than 60 research and industrial projects, supported by the Ministry of Science and Technology (MOST) in Taiwan as well as the industry. He has chaired or co-chaired several conferences and workshops and served as the program committees of many international conferences.

Dr. Hwang served as the chair of the Department of Information Management, NSYSU, during 2010-2013. He was the director of Management Studies Research Center at NSYSU between 2016 and 2019, and was the dean of the College of Management, NSYSU during 2019-2022. He has been the president of Service Science Society of Taiwan since 2023.

➤ Dr.Hsien-Lee Tseng  / Associate Professor, Department of Administrative Management, National University of Tainan

Hsien-Lee Tseng began his research in digital governance in 2013. In 2017, he joined the Department of Public Administration at the National University of Tainan, where he teaches courses on political science, public opinion polling, and smart government. Currently, he serves as Co-Lead, National AI Policy Task Group at the Taiwan AI Center of Excellence (AICoE) and as Deputy Director of the Taiwan E-Governance Research Center (TEG). He is a recipient of the Google.org “AI Opportunity Fund” and his recent work focuses on AI policy and international trends. In terms of international academic collaboration, he has been an active member of the Digital Government Society for many years and has served as a reviewer for various domestic and international journals. He has also been a consulting committee member and has conducted commissioned research for several government agencies, including the Ministry of Digital Affairs, National Development Council, Ministry of Transportation and Communications, National Audit Office, and the Tainan City Government. His main research interests include digital governance, AI governance, data governance, and sustainable policy.
